Registration of Small-Scale Embedded Generation
Registrasie van Kleinskaal Geintegreerde Generasie (SSEG).
Die Munisipaliteit ondersteun Kleinskaal Geïntegreerde Generasie (SSEG) en wil graag u bedank vir u bydra tot die bevordering van groen energie deur die installering van ’n Fotovoltaïese stelsel.
Alle permanente SSEG-stelsels moet geregistreer en gemagtig word deur die Munisipaliteit soos vereis deur die Elektrisiteitsverordening. Dit sluit die volgende tipe stelsels in:
- Netwerk-integrasie met terugvoering (insluitend hibriede stelsels):
- Oortollige elektrisiteit wat deur die fotovoltaïese-stelsel gegenereer word, word terug in die netwerk gevoer.
- Netwerk-integrasie met blokkering van omgekeerde kragvloei:
- o Die uitset is aan die huishoudelike bedrading gekoppel, wat gelyktydig aan die munisipale netwerk deur die meter gekoppel is. Oortollige elektrisiteit wat deur die fotovoltaïese stelsel gegenereer word, word verhinder om terug na die netwerk te vloei.
- o Hierdie omsetters word gebruik tydens algemene kragonderbrekings.
- o Moet voldoen aan die SANS 10142-1 vereistes.
Noodtoerusting, soos bystand-kragopwekkers, hoef nie geregistreer te word nie. Skriftelike goedkeuring vir die installasie moet verkry word van die Munisipaliteit soos vereis deur die Elektrisiteitsverordening.
Genadeperiode vir registrasie
Bergrivier Munisipaliteit will graag alle inwoners wie nie bewus is van die vereiste om hul SSEG te registreer en magtiging daarvoor te verkry nie, in kennis te stel dat daar wel ’n genadetydperk toegestaan sal word om te verseker dat hulle voldoen. Alle eiendomseienaars moet aansoek doen vir die magtiging van hul SSEG-stelsel by die Munisipaliteit teen 31 Desember 2025.
Sodra hierdie genade tyd verskryk het, kan ’n diensfooi gehef word.
Wees asseblief daarvan bewus dat indien 'n SSEG-stelsel tydens die registrasie en magtigingsproses nie voldoen aan die vereistes nie, dit afgeskakel sal word totdat dit aan die nodige standaarde voldoen en skriftelike magtiging van die Munisipaliteit ontvang.
Die Munisipaliteit is ingevolge die wet verplig om te verseker dat die verskafde elektrisiteit aan gehalte standaarde voldoen. Die Munisipaliteit moet ook werknemers teen elektriese skokke beskerm, terwyl hulle aan die netwerk werk. Die Munisipaliteit moet koste verhaal vir die instandhouding van die netwerk-infrastruktuur by verbruikers.
Die Munisipaliteit het vasgestelde tegniese spesifikasies vir netwerk-gekoppelde opwekkingstoerusting, meting en tariewe, tesame met nasionale bedradingkodes vir openbare veiligheid.
Die koppeling van kragopwekkers aan die netwerk sonder die nodige goedkeuring kan daartoe lei dat stelsels munisipale personeel en lede van die publiek in gevaar stel. Dit kan ook die gehalte van elektrisiteitsvoorsiening beïnvloed en daartoe lei dat die Munisipaliteit nie alle koste wat verbruikers skuld, kan verhaal nie.
Ongemagtigde kragopwekkers wat aan die netwerk gekoppel word, word gevolglik as 'n vorm van manipuleering van die stelsel beskou en sal vinnige ingryping vereis.
Die Munisipaliteit is gretig om met belanghebbende partye saam te werk, om te verseker dat alle sonkragstelsels (fotovoltaïese) veilig is en voldoen aan die vereistes.

Registration of Small-Scale Embedded Generation (SSEG)
The Municipality supports Small-Scale Embedded Generation (SSEG) and would like to thank you for contributing to the growth of green energy by installing a Photovoltaic (PV) system.
All permanent SSEG systems must be registered and authorised by the Municipality as per the Electricity By-law. This includes the following system types:
- Grid-tied with feed in (including hybrid):
- Excess electricity generated by the PV system is fed back into the grid.
- Grid-tied with reverse power flow blocking:
- o The output is connected to the household wiring, which is simultaneously connected to the municipal grid through the meter. Excess electricity generated by the PV system is blocked from feeding back into the grid.
- o Used during general power outages.
- o Must meet SANS 10142-1 requirements.
Emergency equipment such as standby generators do not need to be registered. Written approval for the installation must be obtained from the Municipality as per the Electricity By-Law.
Grace Period for Registration
Bergrivier Municipality hereby informs all residents within the Bergrivier Municipal Area who are unaware of the requirement to register and obtain authorisation for their SSEG that a grace period will be granted to ensure that they comply. All property owners must apply for authorisation of their SSEG system at the Municipality by 31 December 2025.
Once this grace period has lapsed, a service charge may apply.
Kindly note that if an SSEG system is found to be non-compliant during the registration and authorisation process, it will need to be disconnected until it meets the necessary standards and receives written authorisation from the Municipality.
The Municipality is legally required to ensure that electricity supplied meets quality standards, protects employees from electrical shocks while working on the grid and recovers costs for maintaining the grid infrastructure from consumers.
The Municipality has set technical specifications for grid-connected generation equipment, metering and tariffs, along with national wriring codes for public safety.
Connecting generators to the grid without obtaining the necessary authorisation can result in systems endangering municipal staff and members of the public. It may also interfere with the quality of electricity supply and result in the Municipality not fully recovering costs that are due from consumers. Unauthorised generators which are grid-tied are therefore considered to be a form of tampering with the system and will require swift intervention.
The Municipality is eager to work with interested parties to ensure that all PV systems are safe and compliant.
