Town Planning and Environmental Management

Overview

In terms of the Spatial Planning Land Use Management Act 2014 this department is tasked with all aspects of Spatial Planning as well as Land Use Management. The department is also tasked with environmental support, monitoring and control functions.

Protection Services

Overview

The safety and security of our community and environment is of utmost importance to us. Law Enforcement and Traffic services is responsible for Municipal by-law enforcement and enforcement of the National Road Traffic Act.

Service mandate

Striving to fight crime and protecting our communities is a joint effort between communities, Law Enforcement and Traffic Services.

 

Function

  • To create a safe and secure environment for all inhabitants of and visitors to the Bergrivier Municipal area;
  • To ensure a safe environment for all vehicular and pedestrian traffic in our area of jurisdiction and to combat crime and to enforce the law in all facets of the different legislation and Municipal by-laws;
  • To promote responsible road usage by means of education and the enforcement of the different legislation; and
  • To reduce the death rate on our roads and to ensure the free flow of traffic.

Waste Management

Overview

Provision of basic services: cleaning, collecting and waste disposal. We aim to enhance the general wellness of the community and environment.

Function

  • To insure a reliable and sustainable solid waste service to the community at the lowest cost by cleaning, collecting and removal of waste in Towns
  • To improve recycling so that it becomes second nature to everyone
  • To render a waste removal service to all in our communities
  • Doing awareness programs in our community, schools and other organisations to improve recycling
  • Running of clean sustainable transfers stations as well as drop-offs
  • Cleaning of sidewalks and culverts
  • Rendering a service to remove garden refuse and green waste to the old dumpsites
  • Removing weekly the household refuse as well as recycling bags and green waste bags
  • Three Bag System

 

REFUSE RECYCLING PROGRAMME

 

Residents of Bergrivier Municipal Area will only be provided with two packs of black bags for the financial period 1 July - 30 June annually. (One black bag per week)

 

This initiative was implemented to motivate you, the public, to be more active in the participation of recycling by using the free of charge transparent refuse bag for recycling purposes and the green bag for garden refuse. The black bags are only to be used for non-recyclables.

 

Black Bags can be collected from the Municipal Offices (Technical Department) during office hours Monday to Friday.

 

You must provide your municipal account with the collection of the black bags.

 

Residents are requested not to place their bags in front of vacant stands or on street corners as the staff will not know who must receive the new bag

 

1.         GREEN PLASTIC BAG

The green plastic bag may only be used for clean garden refuse and only two (2 ) green bags will be removed weekly.

2.         TRANSPARENT PLASTIC BAG

Only clean recyclable material such as tin, paper, plastic and bottles may be placed in the transparent plastic bag and will be removed on your current refuse collection day.

3.         BLACK PLASTIC BAG

Any other wet refuse that you cannot recycle must be placed in the black plastic bag and will be collected on the same day as the transparent plastic Bag

 

 

Removal of garden refuse

 

In order to maintain a neat and healthy environment, your cooperation is appreciated regarding the removal of garden refuse, according to the following procedure.

 

  1. You as owner may remove your garden refuse to refuse dumping site

     

  2. Should you however request the municipality to remove the garden refuse, please make the necessary arrangements at your local municipal office during office hours

     

  3. No garden refuse may be placed on sidewalks unless these arrangements have been made. Payment must be made before the garden refuse or building ruble will be removed.

     

  4. You will also have to sign the refuse removal book to acknowledge that the service has been rendered.

     

  5. If not coherent to above you will be fined as per by-law: 18(1)(b)(i), 18(1)(b)(ii), 18(1)(b)(iv)

Water and Sanitation

Overview

Bergrivier Municipality is situated in the West Coast District of the Western Cape Province. Bergrivier Municipality strives to manage and maintain the community it serves with Water and Sanitation services which complies with the National Water Act, Act 36 of 1998 as well as SANS 241. Currently the municipality is managing five Waste Water Treatment Plants and five Water Treatment Works. Where necessary tanker services are used to collect sewage, it is then disposed at the nearest Waste Water Treatment Works. The management and maintenance of all our Treatment Works is to ensure that our community receives water of high quality which is safe for human consumption.

Function

  • To provide sufficient and clean water for the users with comply with the SANS 241 for National drinking water standards which we publish monthly on the Bergrivier Website.
  • To provide a water/sewage management system for all areas in Bergrivier Municipality with laid down Standard Operating procedures
  • Water and Sanitation also have to comply with the Blue Drop and Green Drop national compliance as per goals set annually by National Department of Water and Sanitation (DWS) for administration, safety, risk analysis, drinking and final effluent
  • Routine maintenance with available funding (e.g. pipe replacement programs) of the water and sewage infrastructure.
  • Quick reaction to pipe burst and to repair within five hours
  • Replacement of water meters which are defective as soon as possible
  • To ensure the Waste Water Treatment and Water Treatment plants is fully operational and that the standards of operations are as prescribes in the National Water Act, Act 36 of 1998.
  • Replacing broken pipes, fire hydrants, valves as part of the maintenance programs
  • Installing new infrastructure as per funding from Provincial Government

Access to services

The Municipality’s key basic service delivery trends are summarized as follows:

 

WATER

  • The Municipality is a Water Services Provider in terms of the Water Services Act, Act 108 of 1997 and provides water services to all towns in its area of jurisdiction with the exception of De Hoek, Goedverwacht and Wittewater which are private towns. Water is provided to the latter two at cost on request.
  • All existing households have access to minimum standards of water and backlogs correlate directly to the need for housing.
  • All indigent households get their first 6kL of water free.
  • The Municipality’s water is of a good quality as evidenced by the achievement of 2 Blue Drop awards for the Porterville and Velddrif Networks in 2012. In Piketberg we achieved 87.5%, missing the requisite 95% needed to achieve Blue Drop status by only 7.5%.
  • Bergrivier Municipality is responsible for the distribution and reticulation of water to all its consumers in Piketberg, Redelinghuys, Porterville, Eendekuil, Velddrif and Aurora.

    Baths and showers

    Taking a bath consumes an enormous amount of water.  Rather use less water or take a brief shower.  Low-flow shower heads, which also save water, are available at certain hardware stores.

    Water leakages

    Leaking taps and toilets that do not shut down, can on the long run place a financial burden on the household. Tap washers should be replaced regularly and toilet and geyser leakages should be repaired immediately.

     

     

  • Water meters

    Residents with access to the readings on their water meters, can monitor daily consumption.  The meter registers in kiloliter (1 000 liter) and water consumption can be monitored accurately by taking readings on a regular basis.

    • The Municipality provides sanitation services to all towns in its area of jurisdiction with the exception of Goedverwacht, Wittewater and De Hoek which are private towns.
    • All existing households have access to minimum standards of sanitation and backlogs correlate directly to the need for housing.

Electricity

Overview

Bergrivier Municipality ensures a safe, effective, economical and continued supply of electricity within the Bergrivier area. We manage and maintain electrical infrastructure to ensure that there is minimum interruptions in electricity supply.

Ongoing activities include:

  • repairs to street lighting,
  • New household and Business cable connections,
  • repairs to existing distribution cables on low voltage networks and medium voltage networks,
  • repairs and maintenance of medium voltage switches, transformers and substations,
  • repairs and maintenance of low voltage and medium voltage overhead lines,
  • attending to service and new building applications
  • attending to customer complaints and queries,
  • engaging with contractors delivering services to the Municipality
  • engaging with internal departments to reach municipal goals
  • engaging with National and Provincial Departments and stakeholders
  • administering daily departmental activities e.g. personnel, vehicles, reports and meetings
  • delivering after-hours electrical standby services

 

Service mandate

Bergrivier Municipality is responsible for the distribution and reticulation of electrical energy purchased from Eskom, to all its consumers in Piketberg, Redelinghuys, Porterville, Eendekuil, Velddrif and Aurora.

 

Function

  • Maintenance of electrical assets, infrastructure and equipment
  • Management of service interruptions and quality of electrical supply
  • Delivering support to other Municipal Departments internally
  • Interacting with various role-players and customers on electrical issues within the municipal area
  • Management and implementation of new electrical infrastructure and installations
  • Monitoring and management of subsidised housing connected to the public distribution network
  • Management and recording of electrical losses and enforcement of remedial losses

     

    Energy Saving Tips

 

Low-Cost Tips: Investments of less than R1 000 that can save up to 30%

  • Install an efficient showerhead
  • Insulate your geyser and the hot water pipes
  • Change to energy-efficient lighting

Invest-To-Save Tips: Investments that create greater long-term savings of up to 50%

  • Install a solar water heater
  • Insulate your home and ceiling
  • Reduce the temperature of your geyser to around 55 degrees Celsius so that you don't need to add too much cold water when you shower or do the dishes
  • Remember to keep the lid on the pot when you cook to conserve heat and energy
  • The size of the pot should match the size of the stove plate; this can save you up to 25% on the electricity you use while cooking.
  • Close the windows and doors when the heater is on and save money!
  • Close the door every time you take things out of the fridge and also check that it seals properly.
  • Try to boil only the water you need instead of boiling a full pot or kettle every time
  • Insulate your geyser by wrapping newspapers, old blankets or other insulating materials around it and the hot water pipes
  • Switch off lights, fans, computers and other energy-consuming appliances when you leave the room.  It will save you money
  • Use the right energy for the right purposes; for example, use heaters for space heating rather than hotplates, and use an electrical kettle for water heating rather than an ordinary pot on the stove.  You will use about 50% less electricity
  • Electricity is good for electronic devices but gas is more efficient for heating and cooking
  • Enjoy a comfortable indoor climate both summer and winter by ventilating your room properly on a daily basis.  Remember to switch off your heater, fan or air conditioner while ventilating the room
  • Reduce your electricity account by skipping the washing machine’s pre-wash cycle if your clothes are not particularly dirty.  This will use up to 20% less electricity
  • Reduce the temperature on the heater from full heat to a comfortable level
  • Turn off all stand-by modes every time you leave the house and before going to bed
  • Use energy saving light bulbs.  They last much longer and use less electricity, saving you money in the long run

Check your electricity meter at regular intervals and take a keen interest in your energy consumption level

Our area

Bergrivier Municipality, with its central administration in Piketberg, serves an area of 4 407 square kilometres and a total population of 56 000 people. The area extends to Piketberg, Velddrif, Porterville, Redelinghuys,Eendekuil and Aurora. We also cover the smaller towns of Dwarskersbos and Laaiplek as well as the Moravian Church-owned towns of Wittewater and Goedverwacht.
